Wave 15: Complete FactoredAction migration + production monitoring

feat(ml): Add MAMBA2 hyperparameter optimization with argmin - 100% test pass
**Status**: ✅ PRODUCTION READY - 100% test pass rate (61/61 hyperopt tests)
