(0-3) = adaptive 3-18 bar minimum hold. Only prevents exits, not
entries. Targets 100-200K trades instead of 619K.

Pearl: P7 hard minimum hold. Gem: G7 regime-conditioned extension.
Novel: N12 ISV-driven hold confidence.
