Replace 13 per-feature toggle tests with 1 production-config test. There is no code path without curiosity, IQN, branching, CQL, Kelly, action masking, circuit breaker — these are always on in production. smoke_params() now enables everything: Rainbow DQN + branching + IQN + curiosity + CQL + Kelly + action masking + circuit breaker.
