jgrusewski de8d7b86f8 chore: commit generated proto stubs for on-demand training RPCs ...

The e2e test crate uses pre-generated proto code (no build.rs).
Missing stubs for: ReportJobCompletion, ListPendingPromotions,
ApprovePromotion, RejectPromotion + message types.
