Plan MLP: h_s2 -> hidden[AH] -> plan_params[B, 6]. Outputs:
target_bars[3-25], profit_target[0.05-1.5%], stop_loss[0.02-0.5%],
scale_aggression[0-1], conviction[0-1], asymmetry[0.5-3.0].
NUM_WEIGHT_TENSORS: 82->86.
