CUSUM Structural Break Detector - Implementation Report

Problem: dbn::Decoder not found Solution: Updated to use dbn::decode::{DecodeRecordRef, DbnDecoder} and .decode_ref() method

Issue 3: Multi-CUSUM Compilation Error

Problem: DetectionMode enum derived Eq with f64 field (f64 doesn't implement Eq) Solution: Removed Eq from #[derive(...)] macro in multi_cusum.rs line 40
