## Root Cause Analysis: Service Coverage Timeout
### Why Services Timeout
1. **Integration Test Nature**
- Service tests are NOT unit tests
- Require full service initialization (gRPC servers, databases, auth)
- Each test spawns tokio runtime + PostgreSQL connections
- Tests run sequentially due to shared database state
2. **Coverage Instrumentation Overhead**
- LLVM instrumentation adds probes to every line/branch
- Memory usage: 3-5x increase per test
- Runtime: 10-30x slower execution
- Disk I/O: Heavy logging + coverage data collection
3. **Resource Constraints**
- Agent timeout: 5-10 minutes maximum
- PostgreSQL connections: Limited pool size
- Memory: Multiple instrumented services + Docker
- Disk: Coverage artifacts grow rapidly
### Attempted Solutions
**Incremental Measurement**: One package at a time (avoided workspace OOM)
